the extent to which the group has what it needs to meet its goals, or, the extent to
which they strive to overcome obstacles to obtain resources.

Wohlstetter's research (1997) of High Involvement demonstrates that effective organizations work hard and use creative strategies to secure the money, materials, support, advice, and help they will need to meet their organizational goals.

In comparison, ineffective, struggling organizations will merely be content to work with whatever resources have been allocated to them.

The effective organization will be creative, will tap unconventional sources, will produce new activities and initiatives to get what they need to meet organizational vision. This can range from “running a car wash”, to seeking grants, to creating partnerships and mergers.
